Press Release: New Operating Agreement for the East Elgin Community Complex

Aylmer/Malahide, ON – The Township of Malahide and the Town of Aylmer are pleased to announce a new operating agreement for the East Elgin Community Complex (EECC), marking an important step in the long-term governance and sustainability of the facility.
“I want to thank the Town of Aylmer for working collaboratively with us to reach an agreement that positions the East Elgin Community Complex for long-term success,” said Mayor Dominique Giguère. “By establishing a neutral governance and management structure supported by specialized expertise, we are creating the conditions for more strategic, efficient decision-making. This is a significant milestone that will allow us to focus less on governance and more on realizing the full potential of this important community asset.”
The East Elgin Community Complex is a joint partnership between the Township of Malahide and the Town of Aylmer. Since opening in May 2004, the facility has served as a regional hub for recreation and community events. In recent years, both municipal councils have committed significant capital funding to renew and modernize the building, including investments in a new roof, HVAC systems, parking lot improvements, and upgraded change rooms.
“One of the most significant changes under the new agreement is the updated board composition,” said Aylmer Mayor Jack Couckuyt. “Including citizen representatives on the board will strengthen community engagement and provide valuable public input into the future of the facility.”
Implementation of the new operating agreement is expected to continue into early 2027. Throughout the transition, both municipalities are committed to minimizing disruptions to EECC users, community groups, and employees while ensuring the continued delivery of programs and services.
